DESIGN
Feasibility
Study (FS) Following, or in concert with a remedial investigation (RI), a feasibility study is often conducted. The study will identify remedial alternatives at a facility where remedial action is to be under taken. Development of alternatives may include an initial screening of alternatives to narrow the list of potential remedies, a detailed evaluation of each alternative, and a strong preference towards the remedial action alternative which is the most cost effective.
Remedial Design
(RD) Once a remedial action alternative is selected, the design must be developed and a plan discussing how the design is to be implemented must be written. The remedial action plan (RAP) typically includes drawings and technical specifications which will be presented to the regulatory authorities for approval. In addition to design documents, the Remedial Action Plan (RAP) will also include any sampling to be conducted during remedial action to include the identification of contaminants, how they will be sampled, what protocols will be followed, etc. The Remedial Design (RD) and Remedial Action Plan (RAP) will also include a Health and Safety Plan (HASP) as an appendices or separate document. The Health and Safety Plan (HASP) will address levels of personal protective equipment to be utilized during the remedial action and list action's to be taken in the event of an accident or emergency.
Remedial
Action Oversight (RAO)
When a client requires remedial actions, (RA), Action
Environmental will subcontract or recommend, through
experience or the bidding process, a qualified remedial
action contractor to provide remedial action services.
Action Environmental will then provide remedial action
oversight (RAO), also known as construction management.
Remedial action oversight may be critical to the successful
implementation of the remedial design.
Environmental
Assessment (EA)
(EA) is a decision support document prepared by a consultant
for a client. It is part of a systematic process for
analysis and planning decisions by the client. It both
complements master planning and regulatory compliance
programs. In addition, the EA provides a mechanism for
fostering communication and public involvement in client
activities. Action Environmental EA's follow guidance
contained in regulations of The President's Council on
Environmental Quality (CEQ), which implements the National
Environmental Policy At (NEPA) 40 CFR 1500-1508. The end
result of the EA is to produce a conclusion which will allow
a finding of "No Significant Impact" (FONSI) or a "Notice of
Intent" (NOI) to prepare an Environmental Impact Statement
(EIS).
